County Clerk's Corner: New year brings changes, new options

-A A +A
By Joan Kincaid

Now, as the election is over and the holidays approach, I want to focus on public awareness of the office scheduled closings due to the computer system outages statewide. The office will be closed Dec. 23, 24 and 26 for Christmas holiday and Dec. 30, 31 and Jan 2 for New Year’s holiday.
As always, I thank you for your patience and cooperation. This time is used by the state to do their end-of-year processing. It has been said that a little time away from the daily stress at work does your body and mind good. The deputies and I are looking forward to the time to spend with family and friends.
On Jan. 3, 2012, we will return recovered and ready to face a new year and all of its challenges.
As an update for you , I attended the Kentucky County Clerk’s Association Fall Conference in Louisville. While at the conference I attended numerous training sessions that were geared toward helping county clerks become more knowledgeable about their offices.
Some of the sessions focused on election procedures, while others focused on procedures for recordings and titling and registration of motor vehicles. I was able to have hands-on review on the new computer software that will be coming soon to all the clerk’s offices.
Also, during the conference it was voted unanimously by the clerks to help sponsor a bill to place special local elections on the regular elections in May and November. This bill, if passed, will help cut the cost for the county on the special elections. I will keep you updated on this matter.
Re-plating is occurring on several of the specialty license plates that are now offered to customers. The Child Victim, Civil Air Patrol, Disabled Vet, Ducks Unlimited, FOP,  Purple Heart, Spay/Neuter and Street Rod.
New plates cannot be issued until a customer comes in to renew their registration.
At that time, the system will require the issuance of the plate, and the customer will be charged the issue fee, not the renewal fee.
The Child Victims’ Trust Fund plate has been redesigned. Also, veterans declared to be 100 percent service connected disabled by the U.S. Department of Veterans Affairs are to receive a Disabled Veterans’ license plate at no charge. You will be required to show the appropriate proof from the U.S. Department Of Veterans’ Affairs that you meet the eligibility requirement.
Remember, we will be able to sell next year’s hunting and fishing license soon, and these makes great Christmas gifts .
In the office we are busy preparing new budgets for 2012, inventory reports, closing of old accounts, and preparing for new year accounts.
We are looking forward to a great year in 2012. I hope this information will help to make you aware of some of the changes that have been implemented and some that may occur in 2012. I will try to keep you updated as changes progress.
May the beauty of the season bring joy in many ways and add a special brightness to next year. May love fill your season with happiness and joy be found in each of your loving hearts. Thanks again for being very special and I look forward to serving you in 2012.
Happy holidays and may God bless each and everyone.
