Richard Hampton
Office seeking: Magistrate District 2
Party: Democrat
Platform: “Dedicated to the improvement of Owen County,
including: more quality jobs; promote and maintain qualified fire,
rescue and emergency medical services; maintain increase in public
water services; management of good planning to preserve the rural
integrity of Owen County; utilizing findings of 20/20 survey to
keep Owen County progressive; schedule quarterly meetings to address
concerns of Owen Countians.”
Age: 59
Education: Bachelor of science degree in biology and chemistry
from Eastern Kentucky University, 1970; Kentucky Certified EMT,
since 1973; Kentucky Certified firefighter, since 1975; Kentucky
Registered Sanitarian, since 1982.

Children: John Cody, Kari Welch
Previous employment: Environmentalist with the Owen County Health
Center; environmental supervisor of Three Rivers District Health
Dept.; substitute teacher in Owen County School System.
Other positions: Former vice president and director of the Owen
County Jaycees; volunteer with the Owen County Fire Department,
holding several offices; volunteer with the Owen County Rescue
Squad; volunteer with the Owen County Life Squad; Little League
Baseball, basketball and football coach; founding member of Owen
County Youth Soccer program; served as coach, referee and field
supervisor; founding member of Soccer Boosters; member, Local
Emergency Planning Committee; past member of Owen County Children’s
Fund; past chairman of the Owen County chapter of the American
Cancer Society; Owen County Fair superintendent.
Awards: Coach of the Year, Owen County Youth Football; Owen County
Baseball; twice named Director of the Year, Owen County Jaycees.

so our youth can stay here and raise a family; increase waterline
services; maintain our excellent fire, rescue and emergency medical
services; good planning so that Owen County can be progressive;
increase recreational opportunities for county; establish a more
positive atmosphere between the fiscal court and the public.”

Office seeking: Constable, District 3
Party: Democrat
Platform: “Fair and equal law enforcement for every resident
in my district in cooperation with other law enforcement agencies.”
Age: 55
Education: Basic officer training, EKU; constitutional update,
penal code, 220 hours correction officer training.
Spouse: Marcia
Children: 2 sons, 4 daughters.
Previous employment: Brinks Security, LaGrange correction officer,
locksmith, gunsmith, local general store owner.
Awards: Locksmith of the year, Chaplain for Kentucky Constable
Association.
Primary concerns if elected or re-elected: “Establish neighborhood
watch programs; better communication and cooperation between law
enforcement agencies.”
