Kentucky State Police
has a list of registered sex offenders’ addresses and they’re
checking it twice.
During the past few months, troopers from KSP have located sex
offenders in violation of a state law that requires offenders
to report an address change to their probation and parole officer
prior to moving.
Offenders who move without proper notification are considered
non-compliant and face a Class-D felony punishable by one to five
years in prison.
To date, there are 5,453 offenders on the registry, including
nine sex offenders registered under Owen County addresses. All
nine are listed as compliant on the registry, as of Jan. 12.
The investigation revealed 101 non-complaint offenders, according
to a KSP press release. KSP located 20 of the 101 – one
with an improperly recorded address and 19 in correctional facilities
– and charged another 31 registered sex offenders with failure
to comply.
Of the remaining 50 offenders, seven cases are pending grand jury
action and 43 are still under investigation to determine their
whereabouts, the press release said.
Troopers across the state participated in the investigation. KSP
Post 3 in Bowling Green was the only region of the state where
troopers located all registrants in compliance.
Lt. Col. Dean Hayes, KSP’s director of operations, said
in the press release that people should contact KSP if they suspect
an offender has moved from the address listed on the Web site.
The sex offender registry is searchable by name, county or ZIP
code and is located at http://kspor.state.ky.us.
After sex offenders are registered, KSP verifies the registered
address by certified mail. Offenders must sign and return an address
verification form within 10 days. Failure to respond to the letter
places the offender in non-compliance.
Lifetime registrants have their addresses verified every 90 days,
while 10-year registrants are verified annually.
